Always build a repeater instead of reactor at s3

Description

with cvar g_repeaterOnReactor, it must choose repeater instead of reactor when select a reactor, if reactor allready built.

but cause of this bug, at s3 (and probably s2), the menu *always* choose a repeater.

More over, it possible to build a repeater in any case, even if there is no reactor up.

Fixed.

First point was not a bug : it was a corruption of my client.

Second point is done, it's now impossible to build no powered repeater.
